Resolved Following Points
1) Tested theme upto wordpress version 4.9.1.
2) Corrected Mistake, I was using delete_transient( 'all_the_cool_cats' ); instead of delete_transient( 'multipurpose_blog_all_the_cool_cats' );
3) No need to escape url when using on if condition.
4) Use wp_reset_postdata() to reset global $post variable. custom-home-page.php.
5) The template_part called to does not exist i.e. get_template_part( 'no-results', 'archive' );
